The real order runs the other way. A school will want to know two other things first — who is legally responsible for the child in Luxembourg, and where the child sleeps — before it treats the application seriously. Without those, a place is not worth much.
Schools need an unbroken chain of responsibility: who is called if something happens, who can sign, who can be physically present. This is a safeguarding requirement rather than an administrative one, which is why policies that are worded differently all point at the same thing.
Confirm the target school’s current policy first. Then settle guardianship and accommodation. Documentation comes last. Done in the other order, each step risks having to be redone.
